Rick Scott to Release Inmates in 2011?

I have been hearing rumors and have seen past articles in 2010 of Gov. Rick Scott passing a bill allowing early release of imates due to Department of Corrections costs and the high amount of inmates being in prison. I have also heard of a chance of them dropping the gain time of 85% to 65% of time served.
