Can white ink (correction ink) be used as a drug to get you high?

ok.... ive heard this since a long time that people actually use white ink (used for correction) as a drug to get high. they put the mixture of white ink and solution in a thin plastic bag and after a long time of rubbing them together inside the plastic bag they inhale it. is it true . can you actually get high with this procedure?. they say that engineering students usually use this method to get high.
