In Canada, is Statutory Release a policy with Corrections or with the Courts?

I'm just wondering if Statutory Release is a Policy with the Correctional System (That the Courts don't take in to Consideration during Sentencing) or is it a Policy that the Courts take in to Consideration during Sentencing??
